That building boom shapes local plumbing. The Water and Sewer District of Cabarrus County provides water service to Harrisburg, and the district receives its water from the City of Concord, which treats it from Lake Fisher, Lake Concord and Lake Don T. Howell. Wastewater goes to the Water and Sewer Authority of Cabarrus County (WSACC), which operates the Rocky River treatment plant.
